Reduce Time Limit Between Comments

When I comment on a thread in a forum, if I try to reply to another thread within 1 or 2 minutes, I receive an error. "You cannot make another post so soon after your last".

How long should I wait to reply to a thread? Is it possible to reduce this time limit?

From 1st March We Restrict Post Limit For all Posters 60 Post Perday . Due to Overload Server . Lots Of Dead topics. After Clean this Server in Future We Increase Post Limit . For now 60 Post Perday That Mean 24Min Wait After a Post.
